For example, this newly registered validator, he has 3 vouchers, and the validator page shows 0 vouchers.

Thank you. The three vouches belong to the same family and, according to the current rules, they are not valid. Only valid vouches (true friends) are displayed in the Explorer. I believe we need to improve the description in the Explorer.
