RDR2 NVNGX-Loader and DLSS auto sharpness and auto exposure disabler

• Allows loading NVNGX.dll for non RTX and non Nvidia GPU(works on RTX GPUS too if you don't want DLSS auto sharpening and auto exposure)
• option to enable and disable DLSS auto sharpness(which make image oversharp) and auto exposure which might cause various virtual glitch when modding FSR or look bad in different instances
• you must put the .toml file in the game directory(where RDR2.exe is located) along with .asi to get this working the .toml file is same as .ini file just with different extension it allows turning on/off auto exposure and sharpness.
