Users may choose to receive notifications on preffered channels such as mobile(text),
push notifications, and email

Acceptance Criteria

By default, notifications are sent to email
A user can receive notifications via any of the communication channels if subscribed
Marking notifications as read is allowed and won't be resent to the user in the next reminder
stream
