"This Safe couldn't be loaded" UX is not optimal

Overview

Whenever issues with the backend services occur for a certain time, we display the "This Safe couldn't be loaded" message and a button with a link to /welcome. The user can load a different Safe from the Safe List and this button should allow reloading the page (as it often solves the issue) instead of going to /welcome.

When a user tries to enter a Safe with a wrong address, he is automatically redirected to /welcome which is good.

Requirements

• change link from static https://gnosis-safe.io/app/welcome to reload the current page
• change button text from OLD Back to Main Page to NEW Reload Page
