Accuracy problem with F16 NEFullyConnectedLayer

Hi,

I try to use NEFullyConnectedLayer FP16 in our OpenVINO CPU plugin and my tests is failed by accuracy.

I get accuracy degradation every 10-20 runnings of reproducer
