Instructions for Building on Windows

Does anyone have any instructions on how to build OIIO "from scratch" on Windows?

Perhaps just a few bullet points on what is roughly needed and a cmake command line if anyone has that handy as it could save me a whole bunch of time figuring this out.

My current way of building is to use vcpkg but that version is kind of old and I ran into issues trying to upgrade it to the latest. It would be nice to have a non-vcpkg way of building this project in order to iterate on changes and such.

I'm willing to write it up properly once I get it building reliably.
