Consolidation of issues around input checker enhancements:

Pydantic settings validation (Update Input Checker for new Config Input Format #785)
coefficients and spec file syntax checking (ActivitySim runs upstream models when spec file defined poorly #616)
More general skim data checks (Skim variables input checker #873)

General theme is we want ActivitySim to crash early for both data and configuration issues.
