This uses a patched version of GTM that will skip loading in records from the config database. We can't get permissions to read from it on our hosted Mongo provider, so just don't read it.
zph#15 is tracking a better solution to this, but this should let us go live with this.
Since we only need Linux amd64 (for production) and Darwin amd64 (for development/test), that's all that's here.
