The Swift Sneak enchantment has a very niche use case and having it exclusively be found in the one place it would be most useful is bad enough, and then being unable to get it renewably makes this enchantment almost useless.
Added Swift Sneak to enchanting table. For balancing Swift Sneak books are restricted to only the level 1 version, to keep the level 2 and level 3 books still valuable to find when exploring.
