Most plants can be generated using bone meal.
Added this ability for Lily Pads, but it exclusive to Swamp and Mangrove Swamp biomes.
Bone meal grass blocks at water level or one above water level to generate a random amount of Lily Pads in general area.
Note: that this only works when done by a Player.
