AI can launch and manage agoric dev chains

This is a POC build on top of new GPT4 features. I hosted a service that starts a new chain in a container using docker-compose by @dckc and then have you interact with this chain in human language.

Currently this chatbot can do the following.

• Start a new chain you in a container on the server.
• Gets you the logs of the chain.
• Translate your english command into agd and then runs it inside the container.
