The 0.13.1 release contains a few bug fixes addressed shortly after 0.13.0 was released.

issue #34: deprecated stateful methods in GlifApi in favor of stateless versions.
issue #42: broken caching behavior in MouseConnectivityCache
broken GLIF documentation/examples

There was also one late addition of a new feature (issue #43). Manifests for cache classes are now versioned. If a Cache class detects a version in the manifest it will compare it to the expected version and raise an Exception if they differ.
