[Bug] - Overlapping Regions in City inspiration mode

Description

Some Players are unable to build or use WE in City-inspiration-mode
/rg list shows a lot of regions overlapping Worldguard regions belonging to other Plots on his Plot, in which the Plot Builder has no rights to build.
If i add him as Member to all regions he is able to build again

Steps to Reproduce

1. Create 2 Plots plots in Mode 2
2. Join 1 Plot
3. Do /rg list

Possible Solution

Only create Worldguard regions if the plotbuilder is online
