External Resource Health Check Scheduled Jobs

We should periodically check if links to external services are still valid.

For example, Anilist has deleted some links since our initial seeding, resulting in a 404 when the link is clicked from AnimeThemes.

In my opinion, this should be a scheduled job in the console kernel with an underlying action that can be executed in other contexts like within the REPL.
