Image Block: Smaller images appear full width in Newsletter

Describe the Issue:

Images that are 300px or less (a common ad size) appear exceptionally large in sent newsletters although appear as expected in the newsletter editor. This only occurs in newsletter emails, that image appears as expected in the web version.

Replicate Issue:

1. Create a new newsletter
2. Add the image block and upload/embed an image that is 300px or less.
3. Send a test email and compare the results from the editor to the test email.

Expectation:

It's expected that the image would retain its assigned size in both the editor/published web version and the sent newsletters.

The workaround we've discovered to stop this resizing is by placing the image in a group block.
