Automate scanning further

Scanning using vip-go-compatibility-scanner should be even more automated. The ideal would be that it could be started, and then it runs without humans intervention.

This would be accomplished by:

• Standalone utilities to gather information on which repositories to scan, information stored in a file
  • Make sure any repositories that are marked as opt-out, are really opt-out
• A script that starts scan of each repository, based on the file
• All information is logged, one log file per repository.
• Any specific issues, like GitHub API communication problems, are noted in a special log.
