According to the Broheim PDF for the Beastmen warband only the Ungors have the spear in their starting equip, althou I can agree if you say it makes no sense to have the option to use halberds but no spears:

unless there is some errata published somewhere else I think the Beastman warband should be correct as it is, but feel free to add the correct link with the errata or close the issue.
