Giulio pointed me to the problem of alignment of Hebrew text (or any text of Right to left alignment). Whenever any term in any phrase is marked up (e.g. as personal name, place name etc.), the entire alignment will be distorted. Is there a solution to this problem apart from creating one extra line for every tagged element.
I remember, that there was a similar problem with alignment of mark up in Syriac script recently, but I did not find the pull request.

I think I found the issue with the right-to-left scripting problem I had in mind when I wrote this yesterday in #2377.
It seems to me that no definite solution has been found yet.
I think it is best to write each word with markup in an extra line, unless a better solution is found.
The issue you refer to on Syriac is not about xml but about our app.
The xml in itself has no issues with rtl. Bodleian Hebrew catalogue is in tei. https://github.com/bodleian/hebrew-mss
