By chance I have noticed that the person PRS14591Yeshaq attested in Ms. EMML 1844 is not mentioned in the BM decription of the ms. According to the catalogue, he is mentioned on fol. 210a and indeed his name is there.
You mention that he is recorded as the commissioner of a few mss. What are these mss ? His name is not recorded in 1840, at least not in the paper catalogue.
