Mirror all conda-packages on depot #3

We would like to mirror all conda-packages on depot in case anaconda.org will be not reachable or even more worse scenarios.

We need to download all tarballs from anaconda.org as soon as they arrive and put them on depot.

For this we need depot access from @natefoo. Nate has admin access to this repo and can remove the token at any time.
