Following the refactoring of the Particle Swarm Optimization (PSO) implementation in #227, the existing work related to collision detection done in #128 should be rebased and integrated.

To enable assessment of performance improvement by @amymmorton et al, we will support toggling collision detection through an env. variable (and/or UI option).
