There is a cable_user%access13roots flag that defaults to FALSE in utils/cable_runtime_opts_mod.F90.
It is currently only used in coupled/ACCESS-CM2/init/cable_um_init_subrs.F90, although in some of my tests I was also making use of it in offline code (a version of offline/cable_parameters.F90). It is not currently used in any of the ESM1.5 code but that would be one option for cleaning this up - noting that there are already related issues in the CABLE repository about making the root distribution choice more flexible.
