What Does This PR Do?

NOTE: This PR is based off of branch pipeline-integration at the moment. This PR has a strict dependency on BFD-3126 being merged to master prior to merge, and will be rebased on master when that happens. If you are looking at the actual changes, look at commit 5cbe8a9 onward.
