[FEATURE] Add backoff when logging many errors #16

When Redpanda doesn't have a leader, metamorphosis continuously and rapidly logs errors. Hundreds of entries in a few ms.

I'm having problems understanding the code, so I'm not sure if it only logs or if it retries that many times.

Maybe a backoff of some sort would be helpful?

Noted. I've seen this as well. I'm gonna pick this up again and do some improvements.
