TMPE president edition mod not working/showing.

Whenever i subscribe to the mod and turn it on, i go into city skylines, but the mod does not show at the bottom toolbar.
I want to make a road a right turn only.

All my current mods dont for some reason show up in the content manager, so when i load in my world, i have to hope that they worked. The only place i see my mods is in the steam workshop at the bottom of the content manager page on the categories tab, once i click on it

It's not the mod issue in any way. The reason is quite obvious. If there are no mods downloaded then they won't work, so make sure that Steam downloaded things you subscribe.
Try changing the download region city in the Steam client Downloads settings, and see if it started downloading workshop content. It's clearly problem with Steam, not the first time,

I won't post step by step instructions because it's not the problem with the mod in any way. There's nothing I can do.
As I said, what you experience is classic Steam client workshop synchronization issue.
The problem is pretty common when Steam servers are experiencing increased load, usually during Steam sales or something broke on your side e.g.: some configuration file got corrupted. I don't know how to fix it, search game forums or try CS discord server, they might know how to help you.
