DIG-1949 -Confirmation emails failing in marriage intention application

• This bug fix addresses an issue with marriage intention confirmation emails not going out to users once they submit their marriage intention application online. This was related to work that was done to address queue issues with Postmark and Drupal. This has been fixed and confirmation emails are being sent.

• Fixes an issue where emails fail to send through the contact form on Boston.gov - There was an issue with the emails routing through Postmark and they would sit in a queue without sending or retrying to send

DIG-1369 Display "Variable" in price field for Variable type units

• This updates rental unit listings on the listing page to correctly display if the unit has variable price. This will allow users to know if rental units have fixed dollar amount or a variable amount for its price

DIG-1860 Missing settings and CSS on Listing Form

• This fixes an issue where users could not click the Agree To Terms check box before submitting a listing to Metrolist, thus preventing them from submitting the listing for review
