Email PDF and verification documents to email address

Once #8 is done, create a Firebase Cloud Function that emails the PDF and uploaded documents (driver's license and vehicle registrations) when the application is successfully completed. The email should be from homestead@codeforatlanta.org and be sent to homesteadstaff@fultoncountyga.gov.
