Implement the generation if the stack settings header. This header #defines the various settings needed by the OSCO stack.

Here is a (evolving) list of the expected settings

Setting Mandatory
TX FIFO size Yes
RX FIFO size Yes
Clock resolution Yes
Sync counter enabled No, defaults to No
Mutex defines TBD
CAN msg print TBD

See OSCOConfigDefines.h for an example of what is expected.
