adding permissions to review.yaml, also adding some comments #193

Many repos' Settings are not configured by their owners to have full relevant read and write permissions.
We saw repo owners having issues configuring PR-Agent as part of the GitHub Actions/workflows because of missing permissions.
So, I'm suggesting relevant permissions be included as part of the PR-Agent .github/workflows yaml

In the realm where the code does flow,

Adding permissions, it's the star,
To review.yaml, it travels far.

Issues and pull-requests, it does write,
In the workflows of the night.
Comments added, for clarity's sake,
A clearer path, they do make.

PR-Agent, it does enhance,
Giving repo owners a better chance.
To configure with ease, and without strife,
This is but a coder's life.

So here's to changes, big and small,
This PR stands, proud and tall.
In the dance of code, it takes a twirl,
In the endless, swirling code world.
