Switch to issue forms for GitHub Issue templates

See the new YAML syntax for creating issue forms. Also partially addresses #56, see https://github.blog/changelog/2023-08-10-github-issues-projects-august-10th-update/#updates-to-issue-forms.

It also seems that the templates can be shared across the organization with the ComPWA/.github repository. This would mean that we can remove the .github/ISSUE_TEMPLATE folder for all repositories of the ComPWA organization.
