As we're using two-digit prefixes for config file snippets,
using 99 in a package makes it hard to override the contained
configuration. So downgrade to 95.
I need to override some variable to:
APT::Periodic::Update-Package-Lists "always";
APT::Periodic::Download-Upgradeable-Packages "always";
and there is no number greater than 99. So I would have to use 99z_override
or zz_override and if we start with that it gets confusing.
