Add support for setting trace sample rates #149

This enables the testing of Agent returned sample rates.

To avoid [regressions](#7333)
like #6178 a test case is added to assert that agent sample rates are
respected by the tracer.

In order to do this, a new functionality is used in the test agent to
customize the sample rates returned by the agent
(DataDog/dd-apm-test-agent#149)
