This PR adds the kafka metrics receiver and also deploys the collector that scrapes JMX / kafka metrics to
env:otel-staging.Metrics can be found here: https://app.datadoghq.com/metric/summary?tags=kafka_source%3Adeploymentcol%2Cenv%3Aotel-staging in OTel org.
