Subpatch 17: Engidock Edition

About the PR

• added mass scanners to command/epi dock
• gave engi a dock basically identical to the sec one, made TEG area a little more secure
• gave court camera a name
• sec dock now has lawyer access
• linked unlinked cargo conveyor
• moved that one table in perma from blocking the park door
• prettified command dock
• fixed SE solar APC being unpowered
• removed ICU double windoor since everyone hated it
• moved the intercom in the command office so it doesnt confuse people
• bridge got its windows back, using autolink so they can't be cheesed (should add an autolink lockable button...)
• gave cap back a maints door
• fixed firing range wires
• fixed perma disposal wires
• custom beacons at docks for when those work again
• fixed that one door in sec that didnt have glass under it, added a firelock in that large L hall at the sec dock
• fixed unpowered hall doors outside justice
• gave ICU blast shutters, reinf walls
• fixed unpowered engi door on evac shuttle
• redid library as designed by Dexo (with some tweaks of my own)
• only one shipyard console, in bridge now
• fixed detdrobe that should have been lawdrobe
