About the PR

Pretty much all the painting, signs, bar signs, poster stuff.
Added a law and court sign from tg because I always thought those were missing.
Sadly the BarSign component and prototype doesn't seem to vibe with textures not in their barsign.rsi folder so they had to be placed in there.
