To reduce confusion I've seen in rounds + addressing things in Issue #946
Why / Balance
This clears up some of the emag laws, as Wizden recently changed it to not use the Syndie lawset and instead add on Law 0 and an ending Law which just tells you "only emagger and ppl they designate are X", X being the "ObeysTO" field. Had to clean that up as I've seen what it means in practice + ppl's feedback
