Lost on setup

Hopefully this isnt deleted or frowned up (sorry I am completely new to this)...I've always had troube with Daphne but really want to get this to work but I am just lost.

I downloaded the v2.10.2 and tried following the directions to install but nothing.

Its unzipped but when it says roms I should be able to use other daphne/singe 2.0/singe 3.2 roms I have correct?
How do I know if I need to put the frame/video files in either vldp or singe? None of the singe folders even have framefiles

Here is what I have done but cannot make sense of it:

1. Moved Maddog_HD (Singe 2.0) zip file to roms
2. No framefile so I created a file called Maddog_HD.txt and it now looks like:

Video/

0 maddog.mp4

3.) I wasnt sure where to store the file so I coped it, as well as maddog.mp4 and put it in both the vldp and singe folders
4.) I also took a bat file I had and rewrote it to be: start hypseus.exe singe vldp -framefile singe\Maddog_HD\Maddog_HD.txt -script singe\Maddog_HD\Maddog_HD.singe -fullscreen

But I get an error message stating "Windows cannot find 'hypseus.exe'. Make sure you typed the name correctly, and then try again

Just lost and looking for any guidance. Could not find a youtube video for setup and forums say just go to the github and its clear...well here I am
