[HCBS] Overview Page Language/Functionality Change

Description

Language updates to following questions:

• Replace the LTSS with this
  • OLD: "Which delivery systems were used to report the LTSS measure?"
  • NEW: "Which delivery systems were used to report this measure?"
• Options for delivery system question updated with:
  • Replace Free-For-Service with Fee-For-Service (FFS)
  • Replace Managed Care with Managed Long-Term Services and Supports (MLTSS)
  • Replace Both with Both FFS and MLTSS (separate)
• Replace deviate with follow
  • OLD: ""Did you deviate from the [reportYear] Technical Specifications?"
  • NEW: "Did you follow the [reportYear] Technical Specifications?"
• Replace deviation with variance
  • OLD: "Please explain the deviation."
  • NEW: "Please explain the variance."

Yes/No re-ordered

• For this question: Did you follow the [reportYear] Technical Specifications?
  • Answer of "No" will now trigger the next question. (Instead of "Yes")

How to test

1. Sign into HCBS, any state user
2. Create a QM report
3. On the sidebar menu, select [Required Measure Results].
   • LTSS-1
   • LTSS-2
   • LTSS-6
4. Click [Edit] and you be taken to each respective measure overview page.
5. Check that the questions matches what is written in the jira ticket: CMDCT-4124 or as shown in screenshots table above
6. Repeat for [Optional Measure Results]
   • HCBS-10
   • LTSS-5

Note: They won't all have every change, only check those measures existing questions vs requested content/functionality changes.
