Moving volatile scripts/wrappers to pipeline_scripts repo

I've made a new repo for our scripts/wrappers. This is a good place to put

• FHD versions
• Gridengine/Slurm scripts
• system/user specific wrappers

By detaching volatile and specific scripts from the main code, git commits and slack messages will become clearer. Please comment if you have suggestions for file structure for this repo.

I've already moved over most scripts from the FHD and eppsilon repos along with their history. I will now start the process of deleting those scripts from FHD and eppsilon. This means that hardcoded filepaths will need to be rewritten.

Also, there are some really old scripts. I might ping users directly to see if they still want those around.

I think team discussion is a good way to inform people...if I'm missing people please let me know!
