That is a simple cheat, that reads game memory from the given offset, where it finds "EntityList", so it has acces to values of each entity, that is a bot, or is connected to a server. After it has values, it makes some calculations and draws lines and radar via DirectX (D3DX), for higher perfomance in reference to GDI.
