Horizon Backends [Unstable Feature]

Season's greetings!!

Horizon now officially supports custom game backends. These work very similarly to Horizon plugins except any backend that contains a .allow-imports file at it's root can access all installed plugins to allow flexibility when creating your game's backend code. More details available in #208 We will merge this into the main branch as soon as it is reviewed by the internal team.

Note: This is an unstable feature, it may change in the future until it's announced as stable.
