Deprecates group-level permissions. This is only a UI change and no action is required from customers. Added
target=_blankto all links in the deprecation notice to avoid accidentally discarding any unsaved changes.Can probably make more improvements to the docs here, but I'd be happy to merge it as-is.
The part about provisioning users and permissions is not strictly related to RBAC so it could go in its own document later on. This is probably the best place for it to be at the moment.
