He's said multiple times all his minecraft work is MIT Licensed 😄
Also, these are some of the most important patches in Spigot.

Spigot Patches

- Convert Horses owner to UUID
- Fix corrupted trapped chests
- Limit TNT detonations per tick
- ~~Entity Tracking Range~~ (Blocked on FountainAPI#14)
- ~~Entity Activation Ranges~~ (Blocked on FountainAPI#14)
