Move into its own crate so as to publish it as stand-alone
Use Antenna extension to check how extension could be managed.
Introduce command-line sigmf-hash to check and update sha512
Working sigmf-hash check command.
Implement sigmf-hash update command.
Reorganise workspace to make utilities into their own crates
Also update sigmf-hash since introduction of Recording.
Introduce sigmf-col utility tool to create and manage collection.

Add some blocks to support input/output from SigMF files.
Also introduce support of Serde conversion towards Pmt so that later on, one can easily add annotation/PDU output.
