Extra types of orbital optimized CI (MC-SCF)

Describe the feature you'd like
It would be a very nice addition to the code if we were able to do many sorts of OO-CI (i.e. MC-SCF), like:

• OO-DOCI with the full Hessian
• OO-CI (i.e. MC-SCF)
• OO-selected CI

Describe what the current code offers in relation to what it lacks
We already have all the required Fock spaces. In order to find robust minima, we need a trust region algorithm #435.
