Tech stack pros/cons

5/9/24 - Jeff vetos Hugo for ease of onboarding and use
link decision in GitHub (or wiki) as architecture decision record

Functional needs:

Ability to host code snippets a la USWDS for a GSA design system
Ability to get API keys
API owners need to be able to easily update their docs

Non-functional needs:

open source project
relatively easy to maintain
showcase modern development / compliance with M-23-22/21st C IDEA
