sam.gov "get" API needs "deptname" restored

deptname is a very easy way to parse data efficiently for common individual users in the industry to search for Gov opportunities. Sam.gov itself is incredibly inefficiency and clunky. The API was a great way to be efficient, but for some reason on V2 the deptname was "deprecated", making the api useless for the average person.

Previous feedback was given and ignored... giving this a shot.
