Currently only linting is done, there are no automated builds or release assets.
This PR adds a lint and build ci stage for the main brach as well as pull requests. Built binaries are uploaded as build artifacts. Additionally on release publish the binaries are built and attached to the release.
Linux binaries are built on ubuntu 20.04 so that the oldest possible glibc version is used.
