Retrieve Studies Tool Not Consistently Reporting Results

The Retrieve Studies Tool should return identical results as the Statistical Analysis Tool when filtering down to an individual study, but this is not the case.

To reproduce issue, go to Retrieve Studies tool and make the following selections:

1. US > CA > Detention Basin > Solids > Total suspended solids
2. Scroll down to I-5 / I-605 site and click Total suspended solids in Reports column.
3. Tool returns no results

Now go to Statistical Analysis Tool and make the following selections:

1. Total suspended solids > All samples > Detention Basin > CA > I-5 / I-605 EDB > 5/605 edb
2. Tool returns 13 influent and 13 effluent TSS data points and provides associated stats and plots.
