The upstream will never release v0.1.3 because they target v1.0.0 for the next stable release.
This release is tagged as a stable reference for our RPM packages because:

• Upstream is very slow on filing the new release
• We need to reference non-RC version numbers to reflect usability in production
• We need to integrate the fix for google#80 in production packages
